Multilateral funding versus bilateral funding as a way to make gains in global health

What is the value of multilateral funding versus bilateral funding as a way to make gains in global health?  U.S. government foreign assistance spending goes both to bilateral programs (directly to benefit a country) and to multilateral organizations, like the Gavi Alliance, the Global Fund, and the Global Financing Facility.  The bilateral and multilateral funding can have similar or complimentary goals.
